What role is this?

Just curious, recently I'm asked to do some specific tasks (details below), and I'm wondering what job type/titles would usually do these. Like if you're going to look for a job, what keywords will you search for these experience.

The main focus is, cost, in employee full-time-equivalent. Of course I can easily turn that in terms of $$ using the salary figures so that part is trivial. No need for concern of any other business costs.
We have a range of products, each of which employs different subsets of IPs we have, and also requires different infra-structural tools/admin. Both these IPs and infra-structures requires employees to develop/maintain, obviously. The tasks are:
1) Based on confirmed product roadmap, develop a model & then a tool to calculate the FTE-cost of each product, using the resources allocated to our IPs, and infra-structures/tools
2) Develop a model and tool to estimate the FTE-cost of future products (say, at a customer's request), based on present & past product specifications+IP+cost details.
3) Automate the whole resource allocations reporting tool (currently existing, but mostly manual work in Excel)


I'm not just coding the tools, but will need to discuss and come up with the "models" of cost, the data of which is not exactly nicely aligned for what we want to do with them unfortunately. Definitely not CS,EE typical works. The coding requires are kind of trivial, or put it this way, the coding canNOT be not trivial, since future people using them likely won't be coders.
So what is this? business analysis, program management?
