Seems like I can outsource many development work/projects to locals or people outside Toronto for a not so distant project but I feel more comfortable (and seems the prudent approach) if I learn at least the basics or foundations of programming/developing myself. I'm not a developer nor am I an IT Analyst.
I know I can google every step of the way but was wondering if there are one stop resources out there that are free or inexpensive.

Also there be good resources on how to set up a website (non-e-commerce) -- database, web server, content management? I've gotten some tips from RFD members and are very grateful but I'd like to see if I put these things together first before seeking professional assistance.
