should you be concerned if a department is constantly hiring?

over the past 2 years, the iAccess branch of the Ministry of Education of OPS has been constantly hiring, like they are always having vacancies constantly. Why are they always having positions? Like there is always an open position. I paid a visit to the branch and 80% of the office is chinese and 20% is indian. As I write they have 5 permanent positions posted. Is there something systematic going on?
