3 different opportunities...not sure what to do

After a job interview this morning, I got confronted by my manager when I got to work, asking if I was looking for a new job. I decided to tell him the truth and explain that I was looking at other opportunities because this job doesn't really match my career goals. He immediately asked if I wanted more money, or different responsibilities and that he'd do anything he could to keep me. I also received a surprise phone call this morning from the Ontario Internship Program offering me a 2 year internship at the Ontario Government. At this point I have to choose between 3 offers:

1) Stay at my current company with different responsibilities and possibly a large salary increase. I've liked working here, but it's not my dream job and I don't know if they can offer me anything that better matches my career goals.

2) Take the Ontario Internship Program I&IT position. I'm sure there are a lot of opportunities in the Ontario Government even though the internship is only for 2 years. I'm a little worried about what I'd do after the 2 years are finished, and also worried because I don't really know what this position would involve. It could really be anything in the IT Industry

3) Take a permanent position at a government funded nonprofit. I don't have an offer for this one yet, but was told I am one of 2 candidates. I emailed the hiring manager this morning and explained to her that I need a decision as soon as possible since I told #2 I needed a few days to think about it. This position seems really interesting since I'd be the only IT person at the entire organization and responsible for all IT related infrastructure at the company.

Looks like I'll have to make a tough decision next week.
