~15 FI-03 positions PWGSC open - National Capital Region, existing federal employees

There is a pool being posted for FI-03 positions at PWGSC. The posting indicates 1 (one) position is open, but I was in this same process last year and it is actually a pool being created to staff all open FI-03 positions.

Last year, 18 candidates qualified for the pool, and eventually 14 of these candidates were eventually appointed to the position. Even though the pool was only open until roughly October 2013, candidates continued to be nominated to positions as recently as a couple of months ago. I highly suspect that the 4 candidates that were not nominated likely found FI-03 positions elsewhere. (i.e. everyone that qualifies into the pool will eventually get called). At the interview stage, I was told that "the positions usually go pretty quickly".

Just wanted to spread the word, as many times candidates see that there is only "one" position being staffed, but don't realize that in fact the posting is to create a pool of qualified candidates, many of which will eventually be nominated to the position.

Essential Qualifications
Applicants must clearly demonstrate on their application that they meet all the following essential criteria and are within the area of selection. Failure to do so may result in the rejection of your application.

To do so, you MUST proceed by using the following format: Use each screening criterion chosen as a header, and then explain how you meet this qualification –

A) 1 to 2 paragraphs ONLY per criteria demonstrating that you have the required education and experience and ensure to provide concrete, clear and detailed examples.
B) the period(s) in which you performed the functions (FROM month-year TO month-year) and
C) the position occupied. For experience within the Public Service, you MUST indicate the group and level, i.e. FI-02.

The Screening Board cannot and will not make any assumptions about your experience. It is not sufficient to say that you have the required qualifications or to list your current or past duties.

The curriculum vitae will be a secondary source to confirm the experience described in the cover letter.

EDUCATION:

Bachelor degree from a recognized university with *specialization in one of the following fields: accounting, finance, business administration, commerce or economics; OR Member of a recognized professional accounting designation (CA, CGA, CMA or CPA).

*Specialization is defined as a minimum of 30 credits within one of these areas: accounting, finance, business administration, commerce or economics.
EXPERIENCE:

*Significant experience in two (2) or more of the following finance areas:

- Experience in the production of financial reports such as departmental performance reports, public accounts, financial statements, etc.;
- Experience in financial planning;
- Experience in budgeting and forecasting;
- Experience in accounting operations;
- Experience in providing financial management advisory services;
- Experience in internal controls;
- Experience in cost-based management;
- Experience in the development or the revision or the interpretation of financial policy instruments;
- Experience in the preparation or review of Cabinet documents;
- Experience in financial systems development or upgrades or support or testing of new functionalities;
- Experience in financial auditing;
- Experience in various projects related to financial community renewal and development.

*Significant experience is defined as the combined experience in two (2) or more finance areas that would have been gained over a period of approximately 36 months in total at the FI-02 level. For employees of the public service, this means experience at the FI-02 level (or equivalent group and level).

Asset Qualifications
AFFILIATION AND EDUCATION:

Member of a recognized professional accounting association (CA, CGA, CMA or CPA) AND a Bachelor degree from a recognized university with specialization in accounting, finance, business administration, commerce or economics;

Asset Qualifications
EXPERIENCE:

*NOTE: Should you have experience in more than one finance area as indicated in the Essential Experience criteria, please clearly demonstrate this on your application as it may be used for placement purposes.

- Experience in leading work teams or supervising employees;
- Experience in working with SAP financial system;
- Experience in financial system business requirements analysis;
- Experience in the delivery of information sessions and/or training activities to SAP users and/or customers;
- Experience in project management;
- Experience in the provision of financial advice and guidance to *senior management;
- Experience in preparing briefing notes;
- Experience in preparing presentations;
- Experience in negotiation.

*'Senior management' is defined as director level and above.
