A friend was successful in a job competition with a federal govt department, and was placed in a pool of successful candidates. Then, about 10 successful candidates were asked to see a few hiring managers to pick a manager that s/he would like to work for. My friend picked one manager who advised him that he would replace one retiring worker, and the department later published a Notice of Appointment to employees in all govt departments that my friend was being appointed to that position. With that Notice of Appointment out, my friend therefore tendered his resignation with his current employer.
But my friend has just been told by the hiring manager that the govt department cannot offer a job to him now because the employee, that my friend is supposed to replace, has changed her mind to retire. As such, there is no vacant position to offer a job to my friend. At this point, it is not known if another vacant position will come up shortly.
My friend is now confused and caught in an embarrassing situation after the Notice of Appointment telling everyone that he got a promotion, after he told his current employer to resign, and his current employer may have found anyone to replace him.
What are the options available to him?
